
What is Mountain CAP?
Mountain CAP (Community Animal Protection) is a grassroots initiative focused on:
• Dogs being abandoned and dumped in our mountain communities
• Animal cruelty cases moving through the legal system
• Community-driven action to create real accountability and change
This is about showing up where it matters most—on the ground and in the system. Because these animals deserve to be seen. And they deserve better.

What We Are Seeing:
Along Highway 38, dumping has become a pattern.
Dogs running through traffic, get lost in the wilderness. Waiting for someone to come back for them. Terrified. Searching for food.
Sometimes not surviving.
Residents are stepping in to rescue, foster, and pay for their care...because we are heart broken by it...because there is no other safety net.
And it’s not just an animal issue.
Unvaccinated, abandoned dogs can spread diseases like rabies, parvovirus, distemper, and leptospirosis—impacting wildlife, pets, and people.
Our community is overwhelmed. Something has to change.

We're Taking Action
A Community Petition for Change
We are calling for:
• Stronger enforcement of existing animal cruelty laws
• Increased penalties for animal abandonment
• Felony charges in severe or repeat cases
• Enforcement of laws like AB 519
• Greater transparency and accountability
This is our first step toward real, systemic change.
