
What is Mountain CAP?
Mountain CAP (Community Animal Protection Program) is a grassroots initiative focused on:
• Ending the unnecessary and cruel dumping of dogs in our mountain communities
• Animal cruelty cases moving through the legal system
• Community-driven action to create real accountability and change
This is about showing up where it matters most—on the ground and in the system. Because these animals deserve to be seen. And they deserve better.

What We Are Seeing:
Along and around Highway 38, dogs are being abandoned at an alarming rate.
They are being left on roadsides, in picnic areas, near hiking trails, and deep in the wilderness. Some are seen running through traffic for days. Others are found injured, starving, sick, or already gone.
Community members are stopping traffic to keep dogs from being hit, searching for them in the woods, paying out of pocket for veterinary care, fostering them in already full homes, and trying to hold together a system that is overwhelmed.
Loose and unvaccinated dogs create risks for wildlife, pets, and public safety. Families are carrying the emotional and financial burden of a crisis they did not create.
What we are seeing is not sustainable. It cannot continue to fall solely on the compassion of the community.
Compassion should not be the only safety net these animals have.

We're Taking Action
A Community Petition for Change
Southpaw Rescue submitted a Petition with 440 signatures to get on the agenda for the Next Board of Supervisors meeting to discuss solutions to stop the dumping of dogs in our Mountain Communities. We are waiting for their response.
We're beginning to organize a community town hall at the Forest Falls Community Center where we can come together, share information, answer questions, discuss next steps, and identify community members who want to be part of the solution. Tentative Date/Time: Wednesday July 15 at 6pm.
Support the Mission
Mountain CAP merchandise helps fund awareness, outreach, and advocacy efforts. Each dog we can save after they have been dumped needs to be fully vetted, microchipped, vaccinated, spay/neutered, fed, etc. Your support means everything to our mission. Simply put, we cannot do it without you!
